As conditions worsen, players search for new ways to keep their shelter alive while danger spreads through the ruined city. Sewers open new scavenging routes, Farmers and the Market introduce uneasy trade opportunities, and Thugs bring a fresh threat to the shelter. Emira joins as a 13th character, while Desperate Measures cards give the group difficult options when survival starts slipping away. Five new scenarios change the tone and structure of the campaign, with story-driven incidents that can unlock secret rewards.
